SEZs IN GUINEA

By establishing Special Economic Zones, the ambition of the Guinean authorities is to seize the opportunities offered by the development of export corridors for mineral resources to rich importing countries – USA, China, United Arab Emirates, etc. –, major producers of components and services, and international trade hubs that participate in global value chains. These countries are also major consumer markets – with high purchasing power – for agricultural products, manufactured goods and services from global value chains.

Guinea's objective is to constitute sub-regional production and trade hubs, to participate in global value chains by attracting

components and transformation of raw materials, and develop new economic geographies for a population of nearly 13 million which is growing on average by 2.8% per year.

This political will of the State was confirmed by the realization of a prospective study which demonstrated the socio-economic relevance of the creation of a pilot multi-product SEZ of at least 20 km2 which can generate more than 100,000 jobs in the mining and maritime region of Boké – 250 km north of the capital Conakry; and by the creation of an Authority for the Development and Administration of ZES (ADAZ), placed under the Presidency of the Republic.

Through the establishment of ZES, the Guinean authorities aim, in partnership with the national and international private sector, and with the support of technical and financial partners, to create attractive international reference frameworks – on a reduced scale of the territory. for businesses that generate added value and are intensive in employment. This framework will be built through reforms such as laws and regulations specific to SEZs, and future development programs and projects integrating regional economies: agroparks; industrial, tourist, medical and pharmaceutical production areas.
